The Chief Operating Engineer will be a key member of the Burlington Operations team, responsible for safe management, operation and maintenance of the facilities.

Our client is seeking a hardworking individual who is passionate about their work. DUTIES & RESPONSIBIITIES :

  • Take all measures necessary to manage, operate and maintain a plant in a safe condition and notify the General Manager of the measures taken.
  • Ensure that an accurate record of matters that may affect the safe management, operation and maintenance of the plant is made and maintained at all times
  • Review, update and redirect the operational plan to accommodate changes to facilities role and forecasts.
  • Identify risks, hazards or contravention and take actions to address deficiencies.
  • Make every effort to meet performance expectations, keeping the General Manager informed as required, including advising of any variances in expected output in a timely manner.
  • As per section 15 of the Operating Engineers regulations, authorize, approve and be responsible for all maintenance, repairs or work performed within the plant or in connection with associated equipment.
  • Approve and be responsible for any changes to the original designed process to ensure achievement of objectives and compliance with law and corporate requirements.
  • Identify to the General Manager current or potential problems with the quality of processes, products or work outputs. Advise the General Manager on improvements.
  • Review plant production spreadsheets and computerized maintenance management system (CMMS) dashboard summary and provide comments in case of any operation excursions and maintenance backlog.
  • Annually prepare capital and operating budgets and monitor expenses to ensure budgets are adhered to.
  • Report on progress of capital projects and operating expenses on a monthly basis.
  • Manage the procurement of all purchases required for the plant.
  • Develop and implement plans to integrate new infrastructure to the existing system.

RELATIONSHIPS (INTERNAL / EXTERNAL STAKEHOLDERS) :

RELATIONSHIP WITH PLANT EMPLOYEES :

  • Ensure that a qualified operating engineer or operator is on duty as the shift engineer or shift operator of the plant at any time any equipment in the plant is operating.
  • Ensure that a qualified operating engineer or operator is on shift to operate the plant and is providing the required supervision for each installation or group of installations that is operating.
  • Maintain discipline among the persons employed in the plant who are under his or her control or supervision.
  • Direct, supervise and train shift engineers, shift operators and operating assistants, as the case may be, in their work duties and responsibilities for the safe operation and maintenance of the plant.
  • Manage staff, interview, select and hire, discipline, etc. adhering to the provisions of the collective agreement.
  • Monitor employee vacation and absences and take appropriate action such as making arrangements for rehabilitation programs.
  • Make decisions and / or recommendations with respect to staff related matters including salary, staff changes, progressions, transfers, promotions and disciplinary issues.
  • Provide ongoing coaching and feedback. Provide or make arrangements for training.

RELATIONSHIP WTH CONTRACTORS AND CONSULTANTS :

  • Manage the safety of contractors working in facilities according to The Company's Contractor Safety Management Program.
  • Decide to terminate a project or dismiss any individual or contractor who fails to comply with the Company's HSE guidelines.

DESIRED KNOWLEDGE, SKILLS & EXPERIENCE :

  • Bachelor of Engineering degree
  • The candidate is required to possess the 1st class operating engineer ticket and operate in a first class plant for more than 5 years.
  • Ability to recommend and implement strategies, plans, policies and procedures for the operation and maintenance of the facilities.
  • Strong problem-solving skills in diagnosing operating impact to any issue and finding root causes to equipment and / or system failures
  • Experience in managing plant operating and maintenance Key Performance Indicators and completing projects on time and on budget
  • Ability to work in a dynamic environment which requires a high level of flexibility and adaptability.
